Beverly A. Harper

Beverly Harper is the founder and President of Portfolio Associates, Inc. and oversees management and planning activities for all major projects. She has directed professional services to major institutions, government agencies, community-based organizations and private sector companies on projects that have included research, marketing, advertising, public relations, public involvement, strategic planning, community relations, economic and community development, and customized training.

Ms. Harper has managed numerous federal, local and statewide projects including the landmark study of Public Involvement in Transportation Planning; and the development of a manual of techniques for involving citizens throughout the commonwealth in transportation planning—from systems planning through construction. Other transportation and infrastructure have included the Benjamin Franklin Bridge Steel Painting Project, and the Southeastern Pennsylvania Transportation Authority's RailWorks, Chester Transportation Center Livable Communities Planning Study (CTC Motion), and THE EL SEPTA @ WORK Market Street Elevated Reconstruction Project. Strategic planning initiatives have included the Temple University Community Development Plan for the Apollo of Temple (now the Liacouras Center), the West Philadelphia Economic Development Strategy and the Delaware Valley Community Reinvestment Fund Public Policy and Community Reinvestment Study, among many others.

Ms. Harper designed the research and authored the eight strategies that led to Philadelphia being named the number one city in the country for African American historical and cultural attractions for the Philadelphia Convention and Visitors Bureau. Other projects have involved substantial work with the National Park Service that included Valley Forge National Park, Gettysburg National Military Park and Hampton National Historic Site.

During her thirty-nine years in business Beverly has provided the vision for organizations and projects, which have changed institutions, agencies, and the manner in which citizens relate to them. She also has a long-standing dedication and personal commitment to providing professional services to arts and cultural organizations and institutions. She has received dozens of awards for her professional and civic activities.
